On September 2, 2016, Plantation Pipe Line submitted a Corrective Action Plan (CAP) to the South Carolina Department of Health and Environmental Control (Department). The CAP was published for public comments between October 21, 2016 and December 6, 2016. Revisions to the CAP were provided to the Department March 2, 2017, May 26, 2017 and October 13, 2017. The Department provided final comments on the CAP on December 14, 2017. Air sparging and surface water aeration began at the site March 6, 2017.
The CAP proposed the use of air sparging technology to clean up groundwater at the site in addition to continued petroleum removal, seep abatement, surface water aeration, and routine monitoring and sampling of surface water and groundwater. Air sparging is one method of bioremediation used to clean up underground petroleum contamination. It involves injecting air into the ground to promote the breakdown of the petroleum products into gases (carbon dioxide) and water. Removal of petroleum has been on-going since the petroleum release occurred. Monthly recovery of product is on-going at the site and surface water samples are collected and analyzed monthly at multiple locations along Brown's Creek and Cupboard Creek. New ly, skimmers and absorbent socks are being used in recovery wells to remove petroleum. Corrective action at the site may be necessary for up to ten years or longer. Monitoring will continue after remediation has been completed to ensure the chosen corrective actions have been effective.

On February 24, 2017, Plantation Pipe Line submitted the "Startup Plan for Surface Water Protection Measures: Revision 2", which describes the process for operating the groundwater cleanup system and monitoring the petroleum removal. The Startup Plan includes the operation of a biosparging system in the areas of Brown's Creek and Cupboard Creek, and a stream aeration system in Brown's Creek, as well as air, surface water, and groundwater monitoring in both areas. DHEC reviewed the "Startup Plan for Surface Water Protection Measures: Revision 2" and granted approval on March 1, 2017.
On March 7, 2017, Plantation Pipe Line notified DHEC that initial testing activities on the biosparging systems and aeration system began on March 6, 2017. The notification letter also indicated that the biosparging system in the areas of Brown's Creek and Cupboard Creek and the stream aeration system in Brown's Creek are planned to be fully operational by March 10, 2017.
